Pre-Master's, Graduate Diploma & Postgraduate Diploma

Three routes that sound alikeand are not.

A Pre-Master's is preparation study. A Graduate Diploma is a Level 7 qualification. A Postgraduate Diploma is a Level 8 one. They all sit before a master's, which is why they get confused — and the difference shows up in partner work rights, in post-study work, and in one rule that catches families out: you only ever get one Post Study Work Visa.

Three routes that look alike and are not

New Zealand offers more than one route for students who are not ready for direct master's entry. They sit before master's study and can look interchangeable — but they are different qualifications with different immigration consequences.

The important distinction: a Pre-Master's is primarily academic preparation or bridging study. A Graduate Diploma is a formal NZQCF Level 7 qualification. A Postgraduate Diploma is a separate Level 8 qualification. Never assume that work rights, partner rights or Post Study Work Visa eligibility are identical across the three.

  • Pre-Master's / Diploma in Postgraduate Preparation

    NZQCF position
Usually Level 7 pathway or preparation study
    Main purpose
Build academic English, critical thinking, research skills and discipline readiness before an approved master's.
    Typical progression
Designed to progress into specified master's degrees. It is not necessarily a Graduate Diploma.
  • Graduate Diploma

    NZQCF position
Level 7; normally at least 120 credits
    Main purpose
Lets an existing graduate study a new field at advanced undergraduate level, bridge academic gaps, or prepare for postgraduate study.
    Typical progression
Can be a standalone award, and can also be packaged with a master's.
  • Postgraduate Diploma

    NZQCF position
Level 8; normally 120 credits with at least 72 at Level 8 or above
    Main purpose
Advanced study after a bachelor's that deepens specialist knowledge and can form part of a master's pathway.
    Typical progression
May itself qualify for a Post Study Work Visa where current INZ study-duration rules are met.

Route one

Pre-Master's programmes

For students with prior tertiary study who do not fully meet the academic, qualification-length, GPA or English requirements for direct master's entry. Unlike a master's, the Pre-Master's is not the final qualification — its value comes from the progression arrangement into a named master's.

University of Waikato College

Diploma in Postgraduate Preparation (Pre-Master's)

An NZQCF Level 7, 120-point programme delivered over about eight months, for international students with at least two years of successful tertiary study and a qualification equivalent to NZQCF Level 6.

  • Typical English entry: IELTS Academic 6.0 overall with no band below 5.5, or an accepted equivalent
  • Covers English for Academic Purposes, personal and professional capability, New Zealand context, research methods, professional communication and a professional project
  • Progression available to selected University of Waikato master's degrees — business and management, digital business, IT, professional accounting, environment and society, data science and other approved programmes
  • Progression grades vary by destination master's: some require simple completion, others a B or B+ average or additional selection

A visa point to understand: This is a Level 7 Diploma in Postgraduate Preparation, not the qualification type called Graduate Diploma. It should be presented as a pathway into the master's, never as a standalone Post Study Work Visa strategy.

University of Canterbury International College

One-semester and two-semester Pre-Master's

UCIC runs two Pre-Master's routes into the University of Canterbury. Both currently require IELTS 6.0 with no band below 5.5.

  • One-semester: for students who already hold a bachelor's degree but do not meet the master's GPA or English requirement
  • Two-semester: for students holding an advanced diploma or associate degree rather than a full bachelor's
  • Successful completion can provide guaranteed entry into selected UC master's programmes across business, engineering, science, health, education and arts, subject to published progression requirements and field relevance
  • Examples include Master of Applied Data Science, Business Information Systems, Business Management, Professional Accounting, Civil Engineering, Engineering Studies, Geospatial Data Science, Marketing, Policy and Governance and Product Innovation
  • Check that the pathway's end date aligns with the next master's intake, and that your previous field satisfies any discipline-specific prerequisites

What about post-study work after a Pre-Master's?

Do not enrol expecting the same outcome as a Graduate Diploma or a master's. Waikato's DipPP is formally a Level 7 Diploma in Postgraduate Preparation, not a Graduate Diploma, and the new Graduate Diploma PSWV extension refers specifically to Level 7 Graduate Diplomas. The new six-month Short Term Graduate Work Visa also excludes English-language, foundation and bridging qualifications, study-preparation programmes included. Treat a Pre-Master's as an academic bridge whose immigration value comes from completing the destination master's.

Route two

Graduate Diploma programmes

A formal NZQCF Level 7 qualification, normally at least 120 credits including 72 at Level 7 or above. For degree graduates broadening or changing field, building a new specialisation, or creating a stronger foundation for postgraduate study. Its strongest use is usually inside a documented Graduate Diploma → master's package rather than as an isolated year.

  • Massey University College

    Examples
Graduate Diploma (Management) / Graduate Diploma (Marketing)
    Typical structure
    Level 7; 120 credits; about 8 months
    Progression value
Designed as a bridge to Massey's Master of Management. 60 credits can be cross-credited into the master's, reducing the remaining study to about 8 months. Required progression grades apply.
  • Victoria University of Wellington

    Examples
Graduate Diploma in Commerce / Graduate Diploma in Science
    Typical structure
Level 7; typically 120 points over 2 trimesters
    Progression value
Builds advanced undergraduate knowledge in a new or related field and prepares for postgraduate study. GDipCom covers finance, management, marketing, information systems and public policy; GDipSc has many science specialisations.
  • University of Canterbury

    Examples
Graduate Diploma in Commerce, Arts or Science, among others
    Typical structure
Level 7; generally 120 points over 1 year
    Progression value
For graduates changing or extending field, and can support entry into postgraduate study. UC's MCom, for example, can admit a student with any bachelor's plus a relevant Graduate Diploma, subject to major prerequisites and grades.

A clear packaged example: Massey University College

Massey University College's Graduate Diploma (Management) and Graduate Diploma (Marketing) are useful examples of a formal bridging award: Level 7 qualifications currently delivered over two trimesters, including academic-language, critical-thinking, communication and business study.

  • Current English entry: IELTS 6.0 overall with all bands 5.5 or above, or an accepted equivalent
  • Successful completion with the required progression result gives entry to the Master of Management in the selected pathway
  • 60 credits can be cross-credited into the 180-credit Master of Management, leaving 120 credits of master's study

The packaging check: Because credit transfer shortens the master's, do not assume the remaining master's still satisfies INZ's minimum study-duration rule for a three-year Post Study Work Visa. Confirm how many weeks the student will actually be enrolled full time in the Level 9 master's itself before recommending the package.

Post-study work after a Graduate Diploma

From 16 November 2026

From that date, a student may qualify for a Post Study Work Visa after completing an NZQCF Level 7 Graduate Diploma if they:

  • studied the Graduate Diploma full time in New Zealand for the full duration of the qualification
  • were enrolled for that full duration without relying on cross-crediting or recognition of prior learning
  • already hold a bachelor's degree, from New Zealand or overseas

The visa can be issued for the time spent studying the Graduate Diploma in New Zealand, up to a maximum of one year, and where the graduate also holds a bachelor's degree it can carry open work conditions.

Route three

Postgraduate Diploma as a master's pathway

A PGDip is an NZQCF Level 8 qualification representing advanced postgraduate study — a different thing from a Graduate Diploma despite the similar name. Completing one may let you progress into a master's, depending on the university, subject and grades.

For immigration planning: an eligible Level 8 PGDip studied full time in New Zealand for at least 30 weeks can support a Post Study Work Visa. Under current settings the duration is linked to time spent studying that qualification, so a typical one-year PGDip generally supports about one year. If you then complete a Level 9 master's that itself includes at least 30 weeks of full-time study while enrolled in it, the master's may support the three-year PSWV instead — but only one of the two can be used.

Graduate Diploma vs Postgraduate Diploma: the actual difference

The names sound similar, but they sit at different NZQCF levels and serve different academic purposes.

  • NZQCF level

    Graduate Diploma
    Level 7
    Postgraduate Diploma
    Level 8
  • Minimum credit profile

    Graduate Diploma
At least 120 credits, including at least 72 at Level 7 or above
    Postgraduate Diploma
At least 120 credits at Level 7 or above, including at least 72 at Level 8 or above
  • Typical academic level

    Graduate Diploma
Advanced undergraduate / graduate conversion study
    Postgraduate Diploma
    Advanced postgraduate study
  • Typical entry

    Graduate Diploma
Normally an existing degree; equivalent professional or educational experience may sometimes be accepted
    Postgraduate Diploma
Normally a bachelor's degree, a Graduate Diploma or Certificate, or relevant professional experience, depending on the programme
  • Best academic use

    Graduate Diploma
Change field, add a new major-equivalent body of study, fill subject gaps, or prepare for postgraduate entry
    Postgraduate Diploma
Deepen a related field, gain specialist postgraduate knowledge, undertake advanced coursework or project work, or progress to a master's
  • Relationship to a master's

    Graduate Diploma
Can provide the subject foundation for master's admission; credit and progression are provider-specific
    Postgraduate Diploma
Frequently a direct pathway to a master's, and may count as the first stage of some longer master's structures
  • Standalone PSWV position

    Graduate Diploma
From 16 Nov 2026, a bachelor's holder who completes the full Level 7 GradDip in New Zealand can qualify for up to 1 year, subject to INZ rules
    Postgraduate Diploma
A Level 8 PGDip studied full time in New Zealand for at least 30 weeks can support PSWV eligibility; a typical one-year PGDip generally supports about 1 year
  • Partner work rights while studying

    Graduate Diploma
Not automatic. Only where the exact Level 7 qualification meets INZ's eligible Level 7/8 partner-work criteria
    Postgraduate Diploma
Not automatic merely because it is Level 8. The exact qualification must meet the Green List or eligible-qualification criteria

Where to find a Postgraduate Diploma

Selected current options rather than a complete list. Availability, delivery mode and international enrolment should be checked for the exact intake.

  • University of Waikato

    Selected examples
General Postgraduate Diploma across faculties and schools; 120 points, normally 1 year
    Pathway value
Deepens specialist knowledge and can serve as a pathway to a master's.
  • University of Canterbury

    Selected examples
PGDip in Applied Artificial Intelligence, Strategic Communication, Sustainable Futures and Innovation, Teaching and Learning, plus subject-specific PGDips
    Pathway value
UC states its PGDips develop specialist skills, and many include project or research options or support higher study.
  • Victoria University of Wellington

    Selected examples
PGDip in Science, Health, Biomedical Science, Clinical Research, Drug Discovery & Development, Development Studies, Environmental Studies, Meteorology and other specialist fields
    Pathway value
Usually 120 points over 1 year. Can be standalone professional development or preparation for further study; some can count as the first year of a two-year research master's.
  • Massey University

    Selected examples
PGDip in Arts, Business, Science and Technology, Agribusiness, Design, International Development and other disciplines
    Pathway value
Level 8, commonly 120 credits over 1 year. International availability depends on the specific programme and campus.
  • AUT

    Selected examples
PGDip in Business, Arts, Business Management, Professional Accounting, Science and other professional areas
    Pathway value
Level 8, 120 points. Several are explicitly structured for progression to a master's or advanced professional study.
  • University of Otago

    Selected examples
PGDip in Business, Business Administration, arts subjects, Education and Learning, Medical Technology and specialist health and science areas
    Pathway value
Often 120 points over 1 year. Subject prerequisites and professional experience can apply.

What it means for your visa

Partner rights and post-study work, stage by stage

The qualification level is not the only factor. During study, partner work rights depend on the exact qualification. After study, PSWV eligibility depends on qualification type, level, study duration — and the one-visa rule.

  • Pre-Master's / DipPP

    Partner work rights during study
Usually no automatic partner work visa. A Level 7 preparation diploma must itself meet INZ's specific Level 7/8 criteria — simply leading to a master's is not enough.
    Post-study work position
Normally no standard PSWV from the pathway alone. Treat Waikato and UC Pre-Master's programmes as bridging study; the 6-month Short Term Graduate Work Visa excludes bridging qualifications.
  • Graduate Diploma — Level 7

    Partner work rights during study
Not automatic. Partner work is available only where the exact Level 7 qualification is specified for a Green List role or appears on INZ's relevant eligible-qualification list.
    Post-study work position
From 16 Nov 2026, bachelor's holders who complete the full GradDip in New Zealand without cross-credit or RPL can receive a PSWV for the time studied, up to 1 year, with open work conditions. Certain listed GradDips can qualify under occupation-specific rules even without the bachelor's extension.
  • Postgraduate Diploma — Level 8

    Partner work rights during study
Not automatic just because it is Level 8. Partner work may be available if the exact PGDip is specified for a Green List role or otherwise falls within INZ's eligible Level 7/8 criteria.
    Post-study work position
Eligible after at least 30 weeks of full-time New Zealand study. Duration is based on time spent studying the Level 8 qualification, so a typical one-year PGDip generally supports about 1 year. Work conditions are open.
  • Master's — Level 9

    Partner work rights during study
Yes. A student studying a Level 9 master's can support a Partner of a Student Work Visa, subject to partnership and visa requirements.
    Post-study work position
A qualifying Level 9 master's studied full time for at least 30 weeks while enrolled in the master's can support a 3-year PSWV. Cross-credited PGDip or GradDip study does not count toward that 30-week test.

The rule that decides the whole plan

One Post Study Work Visa. Ever.

Immigration New Zealand normally grants one Post Study Work Visa per person. Use it after the Graduate Diploma or Postgraduate Diploma and you cannot receive a second one after the master's. For a genuine packaged pathway, decide when to spend that single visa only after checking the final master's duration and eligibility.

And the arithmetic behind it: an eligible Level 9 master's supports a three-year PSWV only where at least 30 weeks of full-time study are completed while enrolled in the master's itself. Cross-credited papers from a Graduate Diploma or PGDip do not count toward those weeks — which matters most in exactly the accelerated packages that look most attractive.

How we advise it

Why we usually package the diploma with the master's

Where the goal is the master's, a packaged pathway makes the academic purpose clearer and removes the uncertainty about progression. It also lets a family see the full plan — duration, progression grades, credit and visa stages — before paying for the first course.

  • The offer clearly identifies the intended master's destination
  • You can see the exact grade or GPA required to progress
  • Any credit or cross-credit into the master's is documented in advance
  • Tuition and living costs can be planned across the complete pathway
  • Visa planning can be based on the final Level 9 qualification rather than assuming the Level 7 pathway carries the same family or post-study benefits

Packaging does not merge two qualifications into one. Immigration New Zealand still looks at the qualification you are actually studying or have completed, its level, the study duration and the visa rule being used.

Choosing

Which route is yours

Who should consider a Pre-Master's

  • Students with substantial tertiary study who do not hold the qualification normally required for direct master's admission
  • Bachelor's graduates whose GPA or English result is below the direct-entry standard for an approved master's
  • Students who need structured preparation in academic English, research, critical thinking, communication or data skills
  • Applicants whose previous field can support the destination master's but who need an approved bridging route

Who should consider a Graduate Diploma

  • Bachelor's graduates who want to change or broaden their academic field before postgraduate study
  • Students whose bachelor's does not contain enough advanced study in the intended master's subject
  • Students who want a formal Level 7 award rather than a non-award preparation programme
  • Applicants using a documented Graduate Diploma → master's route with clear progression and credit rules
  • Graduates pursuing selected Green List-aligned professional conversion qualifications, where the exact GradDip meets occupation or registration requirements

Who should consider a Postgraduate Diploma

  • Bachelor's graduates who already have a relevant academic foundation and want advanced Level 8 study in the same or a closely related field
  • Students who want a recognised one-year postgraduate qualification but are not ready to commit to a full master's
  • Applicants who need stronger postgraduate grades, advanced coursework or a research component before progressing
  • Students using a formal PGDip → master's route where the PGDip courses can be credited into the master's structure
  • Applicants who want a standalone Level 8 qualification that can support PSWV eligibility after at least 30 weeks of full-time study — while understanding that partner work rights during study are not automatic

The short version: Choose a Pre-Master's when the main problem is master's admission readiness. Choose a Graduate Diploma when you need a new subject foundation at Level 7. Choose a Postgraduate Diploma when you already have the relevant degree background and want advanced Level 8 specialisation, or a formal first stage toward master's study.

Entry

Academic and English entry guidance

There is no single national entry standard. The pathway college or university sets its own requirements, and the destination master's can still impose subject prerequisites on top.

  • Waikato College DipPP (Pre-Master's)

    Academic guide
At least two years of successful tertiary study plus a qualification equivalent to NZQCF Level 6
    Typical English
IELTS 6.0 overall; no band below 5.5
  • UCIC one-semester Pre-Master's

    Academic guide
A bachelor's degree; intended for students missing the master's GPA or English requirement
    Typical English
IELTS 6.0 overall; no band below 5.5
  • UCIC two-semester Pre-Master's

    Academic guide
An advanced diploma or associate degree; no full bachelor's required
    Typical English
IELTS 6.0 overall; no band below 5.5
  • Massey University College Graduate Diploma

    Academic guide
Country-specific tertiary entry; a graduate-level prior qualification or recognised tertiary background is required
    Typical English
IELTS 6.0 overall; all bands 5.5+
  • University Graduate Diplomas (UC, Victoria and others)

    Academic guide
Normally an existing bachelor's degree or equivalent; subject suitability may be assessed
    Typical English
University postgraduate English standards apply and vary by programme
  • University Postgraduate Diploma (Level 8)

    Academic guide
Normally a bachelor's in a relevant or approved field; some programmes accept a Graduate Diploma or relevant professional experience. Subject-specific grade or GPA requirements can apply.
    Typical English
University postgraduate standards apply. IELTS 6.5 overall with no band below 6.0 is a common reference point (AUT PGDip Business, for example), but professional programmes may require more.

Nepalese applicants: what to check first

Nepalese qualifications should be assessed by the actual provider rather than converted informally into a New Zealand level. Students with three-year bachelor's degrees, advanced diplomas, CTEVT qualifications or incomplete or non-standard study may have different options depending on the institution and the destination master's.

  • Send complete transcripts and degree or diploma certificates before promising a pathway
  • Check whether the student's previous field matches the intended master's where that master's is cognate
  • Confirm the exact progression grade in writing
  • Check whether the pathway gives credit into the master's, and how that credit changes the master's duration
  • If the student is travelling with a spouse, assess partner work rights separately for each stage of the package
  • Do not promise a three-year PSWV unless the Level 9 master's itself will meet INZ's 30-week full-time study requirement

Our approach: where a student genuinely needs a Graduate Diploma before a master's, we package the two where the provider permits it — but we counsel the family on each stage separately: academic progression, partner rights during Level 7 study, the master's start date, credit transfer, and the one-PSWV rule.

FAQS

Frequently Asked Questions

No. A Pre-Master's is a preparation or pathway programme. Some are Level 7 diplomas, but they are not automatically qualification-type Graduate Diplomas. A Graduate Diploma is a specific NZQCF Level 7 graduate qualification.

Only into the master's programmes covered by the pathway, and only after meeting the published progression conditions. Discipline prerequisites and selection requirements can still apply.

Where the real goal is the master's, we generally recommend a documented package if the provider allows it, because it clarifies progression, credit and total study planning. It does not, however, make the two qualifications one qualification for immigration purposes.

Not automatically. Partner work eligibility during Level 7 or 8 study depends on the exact qualification meeting INZ's eligible Level 7/8 rules. A generic management or marketing Graduate Diploma should not be assumed to provide partner work rights simply because a Level 9 master's follows it.

No. INZ states that an individual can only be granted one Post Study Work Visa. That is exactly why a packaged pathway needs its visa strategy planned before the diploma finishes.

No. INZ assesses the master's separately, and cross-credited papers from a Graduate Diploma or Postgraduate Diploma do not count as weeks of study in the master's. Only the weeks you are actually enrolled full time in the Level 9 programme count toward the 30.
